Indigenous people

Indigenous rights are rights that exist in recognition of specific condition of indigenous people. This includes not only the most basic right of physical survival and integrity, but also preservation of their land, cultural heritage that are part of existence as people and the means of sustaining livelihoods. The right to secure livelihood include all the basic right that a man is entitled to sustain life and any other right which is connected to such right. Though in ordinary meaning the right to secure livelihood has connection to very basic need such as food, shelter and clothing, this concept has now developed to include other things not related to poverty eradication including land rights.

Right to life

The right to life is understood not only as the right of all human beings to not be arbitrarily deprived of their life, but also as the fundamental right of all people to have access to the necessary conditions for life with dignity. Since Man has inalienable individual rights, this means that the same rights are held, individually, by every man, by all men, at all times. Therefore, the rights of one man cannot and must not violate the rights of another. This means the right of conservation activist and the state to protect the wildlife and ecology cannot be the basis of violating others peoples (pastoral, hunter and gatherers)rights. There is no an impressive thing like a natural hunter hunting

Staging Social Structures: Customary and Social Organisation in an Egalitarian Society. The Indigenous Plight in the World Heritage Property Ngorongoro- Tanzania

The Ngorongoro! The world heritage property! There are possible several thing one can anticipate of what the situation ahead, what make the place the world heritage property, about its natural beauty and the livelihood of startling people ahead. That an ideal is partly true, it’s a bare truth that few mile ahead of entrance  Gate one may find himself aside of the famous and the only large unbroken crater and indeed finding the beast and pastoral people aside each other without any ill intent of threatening each other. But contrary to imaginary expectation of honourable life ahead, one may find people in struggle for existence, the place resampling the war precincts such as eastern Congo, Darfur and the like not because of the destruction caused by the man made firearms but the state of life and livelihood within the world heritage property. In realities one may find two unsaid things about the world heritage property, that the NCA is part of human society composed of extremely poor indigenous people and indeed one of the most earning class of the people in the country (NCA workforces). The indigenous people of NCA had for decades been living in an island of terrible marginalization possibly than any society in the Country. In the center of the country most economic reliable economic base, the right of indigenous people has been drooping with no assurance of tomorrow existence. The frequent threats levied against indigenous people within the NCA from the 1970’s to date as signposted in the recent secrecy dispatch and information from the NCA and several department of the central government including the highest office in the land among others is a resilient cue that certain forces have never been happy for indigenous continued presence within the NCA. They were never and will indeed not be happy and that's evident by certain act or otherwise of either NCAA or the government for decades which call nothing other than serious undertaking to carb the situation and find a long lasting solution to assure the honourable life of the indigenous people while in the NCA and that the protection of the pastoral indigenous society is the condition precedent of NCA validity and presence. Despite infinite milk of prosperity and the honey and sunlight of opportunities for  good life within the NCA, the young Indigenous people of the NCA finds themselves wandering around several cities in East and Central Africa in quest of security toil that do not even exist and not professional with them anyway. The daily ugliness about struggle for existence has transformed the spirit of hope into the tiredness of hopelessness as evident by faces of indigenous people you find within the NCA. With these in mind, serious undertakings to provide the wide range long lasting mechanism that can reassure the objective foundation of the NCA (a multiple land use context) are equally and justifiably met must be in place.

Bajeti za Maji, Nishati zaivuruga Serikali

Dodoma. Wakati Mbunge wa Ubungo (Chadema), John Mnyika akisema atamwandikia barua Waziri wa Maji, Profesa Jumanne Maghembe akimtaka kutowasilisha bajeti yake leo, akidai ina kasoro nyingi, Serikali imenyoosha mikono na kuamua kuisogeza mbele kwa hofu ya kukwamishwa.

Habari zilizolifikia gazeti hili zilisema jana kuwa siyo tu Serikali imesogeza mbele Bajeti ya Wizara ya Maji, bali pia hata ya Wizara ya Nishati na Madini na sasa zitasomwa mwezi ujao baada ya kubaini kuwa wabunge wengi wamekamia kuzikwamisha kutokana na miradi mingi iliyopangwa mwaka jana kutokamilika.

Wizara ya Maji ilikuwa iwasilishe bajeti yake leo bungeni wakati bajeti ya Nishati na Madini ilikuwa imepangwa kuwasilishwa Mei 23.

Katika kile kinachoonekana ni Serikali kusoma alama za nyakati, imemwandikia Barua Spika wa Bunge, Anne Makinda ikimwomba zisogezwe mbele.

Serikali kupitia kwa Waziri wa Nchi, Ofisi ya Waziri Mkuu (Sera, Uratibu na Bunge), William Lukuvi imependekeza bajeti hizo zisogezwe mbele hadi Juni.

Lukuvi jana alithibitisha kumwandikia Spika barua akiomba kusogezwa mbele kwa bajeti hizo akisema ni kutokana na mazungumzo yanayoendelea kati ya Hazina na wizara hizo kuhusu fedha zinazohitajika.

Hata hivyo, chanzo chetu kimeeleza kwamba lengo la Serikali kusogeza mbele bajeti hizo ni ‘janja’ ya kusubiri munkari wa wabunge utulie baada ya kupitisha bajeti za wizara nyingine zisizokuwa na maswali mengi.

Akizungumzia suala hilo Lukuvi alisema: “Bajeti ya Maji hatuiahirishi kwa sababu ya Mnyika, hapana! Nilishamwandikia barua Spika siku nyingi… Hii ya Maji haitasomwa kesho (leo) kwa sababu bado hawajaweka bajeti zao vizuri,” alisema.

Lukuvi alisema baada ya Spika kupokea barua hiyo, alimweleza kuwa ni lazima Kamati ya Uongozi ya Bunge ikutane na itakutana leo na kuna uwezekano leo ikasomwa Bajeti ya Wizara ya Ulinzi na Jeshi la Kujenga Taifa badala ya Maji.

Wakati Lukuvi akisema kuna mazungumzo na Hazina, Waziri wa Fedha, Saada Mkuya alipoulizwa jana alisema hajui chochote.

Madai ya Mnyika

Akizungumza na waandishi wa habari bungeni jana, Mnyika alisema lengo lake ni kutaka bajeti hiyo irejeshwe kwenye Kamati ya Bajeti kwa ajili ya kupitiwa upya.

“Ninasema hivyo kwa sababu Serikali imelidanganya Bunge kwa kushindwa kuongeza Sh184 bilioni zilizotakiwa kuongezwa katika Bajeti yake ya mwaka 2013/14,” alisema na kuongeza: “Kati ya Sh184 bilioni, Serikali imeongeza Sh86 bilioni tu… Maana yake ni kwamba Sh98 bilioni hazijatoka mpaka sasa kwenda kwenye miradi ya jamii.

Mnyika alisema hali hiyo imesababisha miradi mbalimbali ya maji, ukiwamo wa vijiji 10 katika halmashauri zote nchini na mradi maalumu wa maji Dar es Salaam kukwama, hivyo atamshauri Maghembe ajiuzulu wadhifa wake kwa sababu ameshindwa kusimamia vyema miradi ya maji.

Waziri Maghembe pamoja na kukiri kupata fedha kidogo, alisema walizopewa zimetekeleza miradi kwa ubora wa hali ya juu.

Alisema pamoja na ufinyu wa bajeti, miradi iliyotekelezwa kati ya Julai, 2013 hadi Machi mwaka huu, imeongeza watumia maji hadi kufikia 2,640,000.

“Kila mwaka tulikuwa tunaongeza watumiaji 200,000 lakini kwa Julai hadi Machi tumeongeza watumiaji mara 10,” alisema.
